There is a particular kind of institutional dishonesty that never quite rises to the level of lying. No one falsifies the numbers. No one shreds the files. The documents are public record, the meetings are minuted, and the reports arrive on schedule, formatted correctly, professionally bound. And yet, if you sit down with enough of them – if you put last year’s Long Term Plan next to this year’s Annual Report and read them as a pair rather than in isolation – something becomes visible that the documents, individually, are careful not to say.
